dc.description.abstractThe article examines relations in the field of social security and organizational legal forms that the state uses to finance the costs of social support of citizens. Design/methodology/approach: Using the historical and comparative legal research method, the article examines the socio-economic backgrounds for the formation of organizational legal forms of social services, analyzes the specific features of social services in the Soviet period. Findings: In the field of social security, economic relations are based on various organizational and legal forms, including the use of contractual relations. The most demanded organizational legal form of social services is compulsory social insurance. At the same time, the state is looking for new forms that can be used to involve representatives of the business community in the social sphere. Originality/value: It has been established that the legislator considers such an institution as social entrepreneurship to be a promising direction, with the help of which it is possible to expand the subject area and forms with which the right to social security can be realized. The authors analyze the legal regulation of social entrepreneurship in the Russian Federation, the prospects for its development and further improvement of legislation on social entrepreneurship in the Russian Federation. It has been determined that the basis of social entrepreneurship is the creation of social enterprises, the purpose of which is different from the goals of ordinary organizations and is to create a social benefit. It has been established that the state can delegate some of the powers in the social sphere to entrepreneurs, which will reduce administrative costs and time spent on implementing social services.ru
