Abstract: The article is devoted to the problems of employment of disabled people in modern Russian conditions, the analysis of social and legal aspects of the functioning of the labour market and the involvement of people with disabilities in it. The objective need to develop and implement an effective social policy to promote job placement and employment of persons with disabilities is assessed. The article describes the legal framework regulating support and protection of disabled people in the labour market in the Russian Federation. Design/Methodology/Approach: The basic problems of employment of disabled people in Russia are highlighted: objectively the employability of the disabled is lower than that of a healthy person; employers must provide financial and organizational support for the employment related rights of persons with disabilities. Findings: These costs are not fully compensated by the state; lowered self-esteem of disabled people, their hesitancy to change the way of life; many persons with disabilities do not have relevant education for the modern labour market; employment of disabled people with limited mobility is complicated by the fact that not all institutions, organizations, and enterprises create conditions for unhindered access to premises; there is no a well-organized system for informing disabled people about employment opportunities, retraining, and advanced training. Originality/Value: In conclusion, the authors suggest ways to solve the problems of employment of disabled people, increase their social activity in the labour market, and measures to encourage employers
