Abstract: The article is about an objective change in the process of the interaction between authorities and society, which consists in increasing the role of civil society and civil activists in dialogue with state, political and administrative structures in the context of the digital transformation of governance in Russia. This necessitates the construction of cooperation between representatives of authorities, local self-government, representatives of public organizations, and the expert community, which is aimed at developing socially significant decisions. An analysis of the political and legal concepts of public policy allows to ascertain the growing actualization of political-power and political-doctrinal ideas at the federal level, which are aimed at constructing the interaction of authorities and society in the public policy space. In these ideas, the authors see a clear intention to organize “from above” new forms of participation of civil, voluntary structures in rule-making, party-political, party-management and self-government processes. The formulated concepts are not equivalent and act as essential rods of public policy and, accordingly, as determinants of socio-political discourse. However, all of them are, to one degree or another, equipped with pivotal political-power and political-doctrinal ideas, which are defined as indicators for analyzing the content of formulated concepts
