Abstract: Predictive methods and models are currently used to identify the state of trans-ionospheric communication channels. However, they evaluate their condition only at a qualitative level. This level does not allow satellite communication channels characteristics and parameters fine-tuning. In addition, such models and methods cannot provide reliable identification of satellite communication channels states. On the other hand, they can quickly determine changes in the distribution laws of random variables associated with the appearance of small-scale heterogeneity in the case of a dynamic change in the ionospheric layer which is typical for fast fading GPS/GLONASS. Operational control and maintenance of the signal-to-noise ratio at a desired level requires distinguishing between satellite channels states and identifying their characteristics. This is to be done not only between distribution laws of random variables, but also within each law. This will ensure the maintenance of quantitative and qualitative characteristics of trans-ionospheric channels at the desired level. In this regard, the possibility of satisfying quality characteristics of the transmitted GPS/GLONASS signals depends on what criterion will be used. Moreover; it depends on how adequately satellite communication channels current state assessment and identification are carried out
