Abstract: «Digitalization of the economy», carried out through information technologies, requires special attention to the methodological support of building all the processes of collecting, preparing, processing information and the necessary interpretation of the results to make sufficiently informed management decisions, which determines the timeliness and relevance of this study. The purpose of the article is to develop a block model of a methodological approach and a scheme of an algorithm for developing rural development programs that allow parallel, coordinated processing of very large amounts of heterogeneous information, as well as allow the development of adapted programs for socio-economic development of rural territories. The research uses General scientific, economic, statistical, mathematical methods, as well as methods of analysis and synthesis, modeling and Informatization, analytical grouping, which together should provide a synergistic effect and achieve new scientific results. The system and project approaches are used, which provide for necessary and sufficient structuring of the process under study, as well as the allocation of successive stages and their internal positioning based on the possibilities of formalization and algorithmization. The conducted research and practical testing of formalized dependencies give a complete picture of the process being designed for digitalization using a simulation design that reflects the entire mechanism of its implementation. An effective tool for this is the author's developed hybrid simulation model of the block-type process, which serves as the basis for formalizing calculations and developing appropriate algorithm schemes. The elements (blocks) of this model, tested in practice in the Krasnodar region, have shown the feasibility of this approach, which, on the one hand, allows for parallel, coordinated processing of very large amounts of heterogeneous information, and on the other - to develop adapted programs for the socio-economic development of rural territories
