The article is devoted to different problems of the territorial organization of Russia – at the level of the Federation, federal subjects and municipalities. According to the Constitution, Russia is the Federation. Thus, it has a federal structure. It includes six types of federal subjects – republics, krais, oblasts, cities of federal importance, autonomous okrugs and autonomous oblasts. At that, in compliance with the Decree of the President of the Russian Federation, its territory is divided into federal districts, which is not mentioned in the Constitution. The situation is the same with federal subjects, which have both administrative-territorial (for state control purposes) and municipal-territorial (for local governance purposes) divisionru
