Abstract: The notion of HR management strategy emerged in Western Europe as a response to the complicated economic conditions that had developed in the early 1980s. The created conditions dictated the need for further development of the management theory, helped to increase the number of management functions, expand the scope of the strategic approach in personnel management. The conditions of increased risk differ significantly from those to which managers in countries with more stable market relations are accustomed
