Putting together a university's strategy based on game theory

Abstract

The purpose of this paper is to explore some of today's key issues in and prospects for the development of Russia's system of higher education. Based on an analysis of relevant research and publications on Russia's research and innovation system, the authors formulate a set of recommendations for the development of institutions of higher learning in Russia. The paper introduces a theoretical game model that describes the principles of alignment of state interests with those of particular colleges under conditions of integration of the Russian system of higher education into the global educational space.
