Improvement of state regulation of natural monopolies in the conditions of globalization

Abstract

The problems of state regulation of natural monopolies have been topicalsince the moment of transition of the country to market relations that have a serious impact on the social and economic development of the Russian economy. Natural monopolies in modern Russia are the key budget-forming elements of the national economy, providing more than half of all tax revenues. Taking into account the positive foreign experience, we can claim that the construction of an effective system of measures for state regulation of the activities of natural monopolies in the context of globalization is urgent. The purpose of the article is to determine the vector of development of state regulation of the activities of natural monopolies in the context of intensifying globalization processes. The significance of the results is to deepen the notion of the periodization of the stages of formation and development of natural monopolies in Russia, which made it possible to identify the specifics of their development at the present stage, as well as in the development of directions for adapting the foreign experience of state regulation of natural monopolies for certain types of economic activity. It is proved that under the conditions of globalization there is a change in the system of external factors that determine the activity of natural monopolies in Russia associated with the promotion of natural monopolies to international markets.
