Problems related to codification of Russian social security legislation

Abstract

The paper is concerned with the analysis of problems related to codification of social security legislation of the Russian Federation and the adoption of the Social Code of the Russian Federation. Design/methodology/approach The need to study the problems of sources of social security law in Russia is objectively determined by the need to adopt the principles of a law-bound and social State and to enforce the rights and freedoms of individuals and citizens, which often turns out to be very problematic in the real world. Findings The paper describes the problems of the modern system of sources of social security law in Russia, identifies the shortcomings of this system and their detrimental effect on the level of social security of Russian citizens. The paper analyses the experts' points of view in the field of social security law on the need for codification of sources in this field and their opinions on the content and structure of a prospective codified act. Originality/value The authors conclude that there is a need for codification of social security legislation of the Russian Federation through the adoption of the Social Code of the Russian Federation and put forward a specific approach to solving the problem of codification of sources of social security law in Russia and identifying the structure of the future Social Security Code of the Russian Federation.
