Tools for ensuring strategic sustainable development of the regional economy

Abstract

The prerequisites for this study were the need to transform methodological approaches to the sustainable development of regions, associated with changes in external economic conditions and the need to strengthen their territorial self-sufficiency. Currently, Russian economists have managed to formulate certain methodological approaches to the classification of territorial development institutions, which play a decisive role in the implementation of state policy for sustainable economic development of Russian regions. At the same time, from the point of view of strategic management of territory development, a full-fledged methodological basis for studying their spatial organization has not yet been developed, primarily due to the wide variety of its forms, often not interconnected. The article examines the conditions and factors for the sustainable development of the region in the long term, which determine the success of the functioning of the territories of the municipalities that are part of it. The purpose of the study is to analyze the tools used for strategic management of sustainable development of the territory and select the most optimal ones for the effective functioning of the regional economic system in the long term. The main research methods are the analysis of the territorial strategizing tools used, assessment of the level of infrastructure development that contributes to ensuring sustainable development of the regional economy, and determination of the compliance of the obtained data with existing theoretical models. The novelty of the study lies in the selection of tools for strategic management of sustainable development of the regional economy, based on a synthesis of classical models of spatial development and modern tools for regional management. As a result of the study, it was determined that it is advisable to manage the economic development of regions within the framework of the strategic planning process, based on the combination of political and economic activity of government and business in the region.
