State Policy in the Sphere of Control and Development of the Market of Unmanned Aerial Systems

Abstract

The rapid growth in the number of unmanned aerial vehicles (UAVs) involved in all spheres of society and economic activity naturally leads to the issue of regulating their flights and coexistence with other types of aircraft united into a single dispatch network of the "digital sky". UAVs have many problems leading to stagnation of the industry in the Russian Federation, the list of restrictions is dictated by the current geopolitical situation, lack of funding and interest of both the scientific community and the state. The most significant problems include the lack of regulation and amendments to the current legislation concerning the regulation of the use of unmanned aerial vehicles, such as the Air Code of the Russian Federation (AC RF), ensuring a separate airspace for the performance of civil flight missions, insufficient funding, as well as the lack of innovative methods for ensuring UAV control and information transmission. The article will examine and present the problems of unmanned aviation development in the Russian Federation, the regulatory framework governing the use of UAVs, as well as state projects at the national and federal levels aimed at developing the industry and preparing for revolutionary solutions in the field of unmanned logistics and applied applications of unmanned aircraft (UAS) in various sectors of government and business structures that are starting their activities due to the increased need and demand for technological development in the field of unmanned aerial vehicles. The most important element in building a new sky infrastructure is the participation of large businesses in the unmanned aviation sector in the development of national and federal projects, as well as the introduction of joint work with the state to improve the legislative framework.
